TM-10-1513 of May 15, 1942, page 113 (Steering) says:
...The steering wheel spoke with moulded trade mark on underside will point down toward drivers seat and in line with the steering post. If not it will be necessary to remove the steering wheel and shift it on the serrations of the shaft.
I think most pictures of jeeps beeing driven of the assembly line, shows the steering wheel with one spoke pointing down, but that is hardly possible to draw any rock hard conclusions from, as only a small turning of 60 degrees of the steering wheel, will change the picture...
2 manuals against 1 - until other evidence shows up, i'll be having my steering wheel with one of the spokes facing down!

There are always going to be "Jeep lemmings" in the hobby who will follow anything but the correct and obvious regardless of what is noted in the latest official manuals.

So if you aren't sufficiently confused yet, you can put it at the 6:00 o'clock position at least up to Feb. 1944 as per the TM 9-803 when it then calls for it to be at the 12:00 o'clock position....
THEN....as of April 1944, the TM 9-1803C..which calls for it at the 6:00 o'clock position...."supercedes these:
TM 10-1103 20 Aug, 1941
TM 10-1207 20 Aug, 1941
TM 10-1349 3 Jan, 1942
TM 10-1513 Change 1 dated 15 Jan, 1943
To me that means that from the TM 9-803 Feb. 1944 until the TM 9-1803B of April 1944 you put the spoke at 12:00 o'clock.....before and after that it goes at 6:00 o'clock....until 1955 anyway....so if your jeep is set up as a period jeep from WWII or better yet as a factory resto, you only have two month window where the spoke goes UP....and that is straight from the Ordnance Maintenace Manual. If you are setting your jeep in the mid to late 50's and it is an M38 it goes at the 12:00 o'clock position.....the last dated manual I am aware of is the April 1944 TM 9-1803B and it calls for the 6:00 o'clock position....
