A bullet hole's inside edge was seldom that "clean" - the metal had more of a ripped appearance, like you would see if you pound a punch through steel. That crossmember hole looks too pretty for me to think it was from a bullet. Further - if the bullet was fast & heavy enough to create a hole like that, then surely it would have punched its way through the other side of the crossmember tube too. At a minimum, it should have left a substantial dimple.

...here is what a bullet hole looks like on the INSIDE with the metal torn on entry...
